Does moody's announce that they will rate a specific firm and publish the result in a specific date?

i am doing a study about abnormal returns of some firms which were credited by moody's. I'm wondering how does this works. Is their a specific date(preannounced) of a firm in which it will be credited so the shareholders will know it will happen? Tell me as much as you can about that mechanism..
