I know of a situation that happened in a major Ohio city regarding the police. What kind of trouble can I get?

into if I share what happened and name the police department? I no longer live in Ohio, and while what happened is disturbing and shows the police department is not run very well, what happened may or may not be legal. I want to share it and shame them in hopes it does something to make it better there. It was getting to be so bad there, if you called the police about someone breaking into your house and they came out and you had been fighting with the intruder and got injured, the police would as likely take you to the hospital and leave, telling the intruder to make sure he closes the door when he leaves as they would arrest him. I know not all the police are like that, but there at least, too many of them are.
