I need to update my internet explorer browser, how i can on a microsoft windows millennium edition?

each time i try to upgrade or download internet explorer version 8 or 9 beta, i always get an error and it doesnt upgrade or download. Another question, if i can change over from millennium to windows xp, would i have to buy a windows xp disc to install xp, or can i install it free from the web? Thanks
