Why am I so sensitive to household noise?

I share your hatred of other peoples noise too so can really sympathise with you.I would have a word with the council as there have been very strict building regulations that don't sound as if they have been adhered to with your flats.Nothing worse than chairs scraping across wooden or tiled floors.
