Can a cyctocele/rectocele be repaired surgically under an Epidural or spinal anesthetic?

I would not see a problem in having a spinal or epidural. I had a complete abdominal hysterectomy with a spinal, for the same reasons. I would ALWAYS choose a local or regional anesthesia over a general..Discuss this with your doctor & anesthesiologist...
